A mobile phone retailers in my area, Utah, require the use of hands-free devices for mobile phones from 2009. Is that true?

Some states, like Utah and New Hampshire treat cell phone to use as an issue to distract the highlight of the trip.
Utah considers speaking on a cell phone for a crime only if the driver is committing a violation (other motives other than speeding).
SB 17 will take you - "careless" is already on the books in Utah.
